MINIMUM REQUIRED QUALIFICATIONS:

* High School diploma or GED equivalent

* Valid Driver's License issued by the employee's state of residence, must meet City's insurability requirements

* Accredited Journeyman Meter Technician Certification.

* Must have skills operating a personal computer using Microsoft Windows and Microsoft Office Suite applications to include Outlook, Excel and Word.

Other Conditions:

* Must pass a background check.

* Must be able to obtain OSHA 10 certification within 90 days of hire date.

PREFERRED QUALIFICATIONS

* Two (2) years of experience as a Journeyman Meter Technician

GENERAL PURPOSE:

The Journeyman Meter Technician is responsible for reading, cleaning, testing, calibrating, installing, removing and maintaining electric meters for single, poly phase, demand and bi-directional meters. The journeyman meter technician will need to ensure that all electric meter's measure accurately to allow for billing of customers. He / She will also be required to install CT inside consumer cabinets, underground transformers on the secondary side and at substations. The Meter Technician will need to test the Current Transformer (CT) for accuracy and replace them if needed and anything else related to the field not listed. He / She will be responsible for prefabricating meter sockets, test switches, test-boards for all poly phase meters. The Journeyman Meter Technician will also be required to investigate Zero-Consumption reports, meter tampering, current diversion reports and load profiles for power quality and data acquisition. The Journeyman Meter Technician will also work closely with the SCADA technician and investigate issues with the system's smart meters.

ESSENTIAL DUTIES:

* Read, Test, install and maintain electric meters

* Install and maintain AMI and interruptible metering.

* Install PT and CT metering and check PT and CT metering for billing accuracy.

* Maintain meter records database and number new meters installed.

* Program automated and electronic metering systems.

* Work with the Operations and Engineering to assist with PT and CT meter installations and troubleshoot meter problems, and with warehousing personnel to order materials for metering.

* Maintain harmonious, courteous and understanding relationships, while fostering a collaborative teamwork environment.

* Provide helpful, courteous, assistance and service. Present a friendly, courteous image for the City Electric Department.

* Must work inside and outside the office. Normal Work safety precautions and practices are required and all rules that apply from the APPA Safely Manual.

* Position will require travel in City's service area.

* Perform the essential functions and elements of this position competently, following a training and orientation period not to exceed six (6) months.

* Take oil samples from retired transformers prior to disposal.

* Will generate monthly reports to the Superintendent of all meters tested, monthly substation feeder data and other large power readings.

* Perform all other duties as requested or directed.

A. SAFETY PRACTICES AND TRAINING - The Journeyman Meter Technician must attend all required safety and training meetings and classes.

B. ELECTRICAL THEORY - The Journeyman Meter Technician should seek additional instruction in basic electrical theory, including circuits and ground connections.

C. RECORDS, REPORTS AND RELATED INFORMATION - The Journeyman Meter Technician shall keep a record of all meters and other electrical measuring devices in the City of Gallup's electrical system.

KNOWLEDGE, SKILLS AND ABILITIES:

* Knowledge of basic electronics and skills in meter and test equipment.

* Ability to read and comprehend written instructions, short correspondence and memos.

* Capable of using test equipment to work on electrical meters.

* Ability to write simple reports and correspondence.

* Ability to communicate on a one-on-one situation and deal with the public in courteous and effective manner.

* Must have basic computer skills and ability to learn specialized software for programming and operating electronic equipment and devices.

* Must be able to read test equipment outputs accurately.

* Requires frequent sitting and standing to test meters and operate test equipment. Occasional lifting, kneeling, bending.

WORKING ENVIRONMENT: While performing the duties of this job, the employee works mostly outdoors at times under unfavorable weather conditions.

Considerable walking is necessary.

While performing the duties of this job, the employee will regularly work alone, off-road and in outside weather conditions-summer and winter.

The employee occasionally works near moving mechanical parts and is occasionally exposed to wet-humid conditions, toxic or caustic chemicals, risk of electrical shock and vibration.

Will work in close proximity to high voltage lines and equipment. No contact with high voltage energized lines or equipment is required.

Specific vision abilities required by this job include, close vision, distance vision, depth perception, ability to distinguish colors accurately, and the ability to adjust focus.
